Announcing the pkgsrc-2023Q1 branch

The pkgsrc developers are proud to announce the 78th quarterly release
of pkgsrc, the cross-platform packaging system.  pkgsrc is available
with more than 27,000 packages, and supports 23 platforms, of which 10
are currently known to be working.  More information on pkgsrc itself
is available at https://www.pkgsrc.org/

Since the pkgsrc-2022Q4 release, 244 packages were added, 39 removed,
and 2154 package updates (to 1487 unique packages) were processed.
These include 363 Ruby, 361 Python, 150 Haskell, 58 perl5, and 5 PHP
package updates.

This announcement takes a high-level view, grouping related packages
under a single name, and treating multiple versions of an upstream
package as a logical unit.  Thus, 'gcc 12', while a new entry
'lang/gcc12', is an update to 'lang/gcc*'.

Changes to the pkgsrc infrastructure and notes:

 - Note that many packages do not build on NetBSD 8 and other systems
   with non-recent compilers.  Users who wish to run these programs
   are advised to update to an up-to-date version of their operating
   system.
