pkgsrc-2024Q1 branch released

The pkgsrc developers are proud to announce the 82nd quarterly release
of pkgsrc, the cross-platform packaging system.  pkgsrc contains over
29,000 packages, with varying support across 23 distinct operating
systems.  More information on pkgsrc itself is available at
https://www.pkgsrc.org/

Since the pkgsrc-2023Q4 release, 208 packages were added and 3454
updates were processed (to 2473 distinct packages). These included 53
Go, 106 Perl, 920 Python, 235 Ruby, and 394 TeX package updates. 95
packages were removed.

For the 2024Q1 release we welcome the following notable package
additions:

 - ast-grep
 - bazel
 - netbsd_exporter
 - sequoia-sq
 - Ada support based on gcc 13

As always, many packages have been brought up to date relative to
upstream micro releases.  Examples include:

 - PostgreSQL 12.18, 13.14, 14.11, 15.6
 - Python 3.8.19, 3.9.19, 3.10.14, 3.11.8, 3.12.2
 - qgis 3.28.15

 - Thunderbird 115.7.0
 - Xfce4 (some core and plugin components updated)

This branch we say notable goodbyes to:

 - PostgreSQL 11

Changes to the pkgsrc infrastructure and notes:

 - poppler-glib has been folded into poppler.  While the
   result is simpler, those updating may need to force-remove the
   secondary package, depending on the update method.  When doing
   make replace, one has to pkg_delete -f the secondary packages.
   pkgin handles the update correctly.

 - Since NetBSD 10 has been released, NetBSD 8 is now EOL and not
   supported any longer.
